Constructed for the Panama Pacific International Exposition, it was meant to be destroyed after the Expo, but was left in place due to public desire. It served a variety of uses through the years, eventually falling into disrepair.

In 1959, an effort to restore the Palace into a permanent structure was launched and the non-profit Palace of Fine Arts League was established in 1962. The theater was created during this effort and opened in 1970.
